Rabies Prevention: Low-Flying Helicopter Coming to Staten Island A low-flying helicopter will distribute rabies vaccine baits over Staten Island’s parks, wooded areas and less populated sections as part of a campaign that began yesterday and runs through mid-October, weather permitting. The borough is included after being left out of the city’s spring campaign. Staten Island has recorded 14 confirmed animal rabies cases this year — 11 raccoons and three skunks — nearly half of the city’s 29 cases. The small, brown, fish-scented packets contain an oral vaccine for raccoons. Residents are asked to leave the baits alone and report sick or unusually behaving animals to 311.
