New York City Council member Simcha Felder is calling on the city to suspend enforcement of its mandatory trash-bin rules, saying residents are being ticketed despite difficulty obtaining the required containers. Felder, a Brooklyn Democrat, made the request Thursday in a letter to Sanitation Commissioner Gregory Anderson, urging the Department of Sanitation to halt enforcement and dismiss, or treat as warnings, summonses issued since full enforcement began Sept. 8. The council member said residents have reported that required bins are being stolen from their properties and resold at inflated prices, while a city policy allowing only Home Depot to sell the mandated containers has contributed to shortages.
