REPORT — CARTELS STEALING U.S. RENTAL CARS: Mexican cartels are reportedly stealing thousands of rental vehicles from the U.S. each year, including luxury SUVs and heavy-duty pickups, and driving them across the border, the Los Angeles Times reports. Thieves exploit slow reporting and recovery processes and California's limits on when rental GPS tracking can be activated. California, Texas and Arizona are the top target states, and some trucks are later converted into armored vehicles with steel plating, firing ports and gun mounts.
