Mayor Zohran Mamdani’s planned pied-à-terre tax is temporarily back in effect after an appeals court on Thursday lifted a restraining order that had halted the rollout. The decision by Associate Justice Philip Hom of the Brooklyn Appellate Division allows the city to proceed with implementation while the full appeals panel considers the underlying legal challenge. A lower court had issued the restraining order Monday, temporarily blocking the city from moving forward with the tax.
