*NEW DETAILS:* Federal prosecutors say 35-year-old New Yorker Jessica Bowie planned to conceal a bomb in a DoorDash delivery bag and leave it at the New York State Capitol in Albany, intending to kill lawmakers. Authorities allege she scouted the Capitol, obtained suspected bomb-making materials and discussed the plot with an FBI source. Bowie faces a federal charge of attempting to provide material support to ISIS, and prosecutors say additional charges could follow.
