*WATCH:* In response to two lawsuits being filed challenging the constitutionality of a city plan to tax expensive second homes, Mayor Zohran Mamdani on Wednesday defended the legality of the proposal. "Yes, I do believe that it is legal and it is right to have a surcharge on the taxation of those homes so we can provide for everyone in the city," the mayor said.
