ALLEGED CARTEL TUNNEL MASTERMIND INDICTED IN U.S.: Federal prosecutors announced Thursday that Luis Manuel Hernandez Victoria, 60, known as “El Ingeniero,” has been indicted for allegedly designing and building a sophisticated drug-smuggling tunnel for Mexico’s Jalisco New Generation Cartel (CJNG). The nearly 2,000-foot tunnel connected Tijuana to a fake retail store in San Diego, running 55 feet underground with electricity, ventilation and rail tracks. Authorities discovered it in May and seized more than $45 million worth of cocaine. Hernandez, arrested in Mexico on October 15, faces terrorism-related and drug-trafficking charges that could carry life imprisonment.
