Toronto police arrested a 19-year-old man and a 15-year-old boy in connection with the second shooting at the U.S. Consulate in five months, alleging they were recruited through an encrypted messaging app as part of a gun-for-hire network. No one was injured. Police identified the adult suspect as Xen-Ul-Abdeen Syed, while the RCMP is investigating the attack as a national security incident. Authorities say similar gun-for-hire networks have also targeted Toronto synagogues.
