Mayor Mamdani tried to clear up confusion around the rollout of a tax on expensive second homes. The city sent 17,000 letters out to property owners to pay the tax or contest it, but some of the recipients are longtime New Yorkers who are being told to prove that their home is their primary residence, or pay up.
