LA City Council Removes 12 Anti-Camping Zones The Los Angeles City Council voted 10-3 Tuesday to remove 12 designated anti-camping zones in Council District 13, covering parts of Hollywood, Silver Lake and Echo Park. The zones were established under the city’s controversial 41.18 ordinance, which restricts homeless encampments in certain public areas. Councilmembers argued that repeatedly moving homeless residents makes it harder for outreach workers to connect them with housing and services. The 3 dissenting Councilmembers voted against the move, raising concerns about keeping sidewalks, parks and other public spaces safe and accessible. The vote is significant because it appears to be the first time Los Angeles has rescinded discretionary 41.18 anti-camping zones, and it could fuel debate over whether other council districts will follow.
