*OVERNIGHT:* New York City Mayor Mamdani said he spent two hours on the phone with President Trump and DHS Secretary Markwayne Mullin to negotiate for the release of the man who was shot by ICE agents on Thursday, but those negotiations were unsuccessful. Mamdani also said a 5-year-old was inside the car at the time of the shooting. DHS said in a statement that officers were conducting a targeted enforcement operation to arrest a man from the Dominican Republic who they allege was living in the United States illegally.
