UPDATE: Judge Orders Suspect In South Toms River Molotov Cocktail Arson Case To Remain Jailed A Bronx, New York man charged with setting two fires in South Toms River earlier this year will remain jailed while awaiting trial, a Superior Court judge has ruled. Ocean County Prosecutor Brad Billhimer announced Tuesday that Superior Court Judge Kimarie Rahill ordered that Tashaun Normand, 42, remain detained at the Ocean County Jail on charges of two counts of aggravated arson and two counts of possession of destructive devices.
