The FBI arrested 34-year-old California resident Wanying “Heather” Zhang on charges of acting as an unregistered Chinese agent and surveilling the family of Taiwanese President Lai Ching-te. Prosecutors say Zhang and an associate traveled to Seattle in September 2025, where they watched the family’s home and appeared to take photographs. The FBI alleges she was directed by Chinese officials to gather intelligence that could give Beijing leverage over Taiwan’s president in a potential conflict.
