The Trump administration offered Russia major economic incentives in exchange for a limited ceasefire in Ukraine, including releasing billions in frozen Russian assets, allowing Middle Eastern investors to purchase parts of Russian oil giant Lukoil, and lifting restrictions on Belarusian fertilizer exports, The New York Times reports.
The proposals, led by U.S. envoys Steve Witkoff and Jared Kushner, could release Russian funds even before a ceasefire takes effect. Ukraine has not rejected the proposals but is demanding guarantees, including financial compensation or additional American military assistance if Russia violates an agreement.
