A leaked 44-page Russian government roadmap obtained by Fox News details plans to significantly deepen Moscow’s cooperation with Iran across banking, nuclear energy, oil and gas, aviation, transportation and technology. The plan includes bypassing Western financial systems, continued Russian nuclear work at Bushehr, cooperation on major Iranian energy projects, expanded transport links and potential production of Russian aircraft components in Iran. Approved in September 2024, the document predates the current U.S.-Iran war and does not establish which projects remain active today.
