A Staten Island judge ordered New York City to scrap the rollout of its new tax on high-end second homes and start over, ruling that homeowners were being “substantially harmed and penalized needlessly” by the city’s implementation. The decision is a setback for Mayor Zohran Mamdani’s tax push, according to The New York Times. Justice Wayne Ozzi ordered the city to cancel previously mailed notices and issue new ones after narrowing the list of affected properties. The lawsuit challenges the rollout, not the tax itself, which was expected to raise about $500 million annually.
