U.S. envoys Steve Witkoff and Jared Kushner told Ukrainian officials in Miami that President Trump’s decision to allow Russian diesel exports is intended to encourage Moscow to resume peace negotiations, despite Putin’s continued unwillingness to negotiate an end to the war, Reuters reports. The talks also addressed security guarantees for Ukraine. A source close to the Kremlin said Putin would only resume negotiations after Russia captured the remaining 11% of Donbas under Ukrainian control, allowing him to claim victory domestically.
