Canadian Prime Minister Mark Carney said Canada had been close to reaching a comprehensive agreement with the U.S. that would have been fair to both countries, but Washington later made changes that included what he described as threats to the French language, Quebec culture and Canadian culture. “That is not acceptable. That would never be acceptable,” Carney said.
