Ceuta, Spain’s North African enclave, has declared an “absolute humanitarian and social emergency” after a surge of migrants crossed from Morocco, overwhelming police at the city’s breakwater, according to Reuters. Ceuta urged Madrid to declare a national emergency and deploy the military, but Spain’s Interior Ministry rejected the request, saying migration pressure is not covered by the country’s Civil Protection Law. Interior Minister Fernando Grande-Marlaska is expected to visit Ceuta on Friday.
