A second man has been arrested in the deadly hit-and-run on Route 17 in Paramus, NJ. On Oct. 19, a 31-year-old woman from the Bronx was run over and killed. Police say the driver was drunk, driving on a suspended license and towing a U-Haul. Now the car's owner, 47, has been charged too, on drug charges.
